The institutional strategy of the Federation of Churches Comunidad Cristiana de Fe operates under the principle of Participatory Action Theocracy, which is the biblical New Testament model of government and functioning.
Participatory Action Theocracy is understood as God's government implemented through the principles and methods found in the written Word (the Bible), and the guidance of the Holy Spirit through the ministers—apostles, prophets, teachers, pastors, and evangelists—intercessors, ruling elders, and church members with prophetic voice.

This means that the team of lead apostles makes decisions and designs the methodologies and institutional strategic frameworks, listening to the prophetic voice of God through their own prayer, their deliberations in meetings, and through the prophetic voice of the Body of Christ. It is God who governs and determines the strategies, not human preferences or ideas, but God speaks through the Holy Spirit, who operates in each anointed person in the church.

The Apostolic Team, as the highest governing body of the Federation, meets to determine the most appropriate biblical strategy and the spiritual direction of the Holy Spirit for the current times and culture, as well as any necessary changes to be more efficient and effective in fulfilling the commission of Jesus Christ, after having prayed and heard the consensus of the prophetic voice from the representative groups of the Federation. It will write and clearly communicate the decisions to the entire Federation, ensuring proper feedback in agreement and understanding of what has been communicated.

The Apostolic Team regularly and thoroughly evaluates the ministry potential of all existing churches and ministers, as well as new ministries with emerging potential, with the purpose of optimizing the expansion and growth of the Federation in all areas open to expansion and growth.

The Apostolic Team is responsible for collecting, examining, determining, and developing methods of evangelism, faith consolidation, encounters, discipleship, appropriate formats for Sunday celebration meetings, basic functioning of house groups, teaching and training schools, methodologies and communication protocols, with the purpose of instructing all ministers and members toward the most uniform functioning possible within diversity, with minimal disagreements.

The Apostolic Team delegates to task teams made up of collaborators who are also called and recognized as ministers, the execution of the strategy for all the churches and ministries of the Federation.

The Apostolic Team oversees, directly and through its team of collaborators, the sound and healthy doctrine that is preached and taught in the churches, through its structure of regional apostles assigned to countries and regions. It also supervises the performance of pastors and ministers in all necessary areas such as conduct, morality, good testimony, proper representation of the Gospel of Jesus Christ, internal and public relations, and healthy expansion and growth according to God’s plan, among others.

Each year, an Apostolic Advance is held in a retreat location, to gather all the ministers and pastors who lead the churches of the Federation, in order to have unity and fellowship around the Holy Spirit and the Word of God, receive ministry from the Apostolic Team and invited international ministers, strengthen unity through friendship and fellowship, get to know one another personally and learn from each other through relational exchange, share meals, and enjoy a time of rest and recreation.

As expansion and multiplication progress, new leadership structures and regular communication channels will be adopted, expanding the task teams, to ensure optimal functioning and comprehensive support for all ministry fronts.
